Why not just level out ZEM for all the grind to 60 groupable zones?

So the next step is for everyone to get just toxic enough about it that they implement this non-Classic change.

Instead of doing the "not classic", we should try actually doing classic.

Live EQ rotated ZEMs every year or every other year (too lazy to check the patch notes). P99 has rotated them once or twice in it's 10+ years of operation.

If we made P99 more like classic, the problem solves itself.
