Make sure if it has a local firewall that it's not set to the "high" option that blocks everything except a few outbound ports. You should be fine with "medium" that blocks most incoming but allows outbound.

Alternatively, look up how to allow exceptions and allow the ports that p99 requires; however the above should be the "easy" route.

Note - your ISP's support page likely has a FAQ about allowing ports or something like that.
