NPC Spawn Issue: Regis the Reverent

This is the way it always was. His spawn is triggered by the killing of Zahal the Vile on a 1:1 ratio,and since Zahal roams around and attacks people, he gets killed more often than Regis does. The first time I did the quest on live, my little cleric got cratered by about 10 Regises.
