It's better for 20-30 but somewhere in the 30-40 range the PB will take over due to dmg bonuses.

The IFS has a slightly better ratio, personally though I would probably stick with the PB as it is a bit faster (so those misses/min dmg hits don't hurt so much) and it is also a bit cheaper than the IFS.
