one could make a legal argument, as freedom of navigation exercises are protected under international law, but violating a sovereign nations ADIZ without identifying yourself is illegal

legal/illegal only depends on the ability of the group to take action against you.

if you're nobody, the police come arrest you. if you're somebody, you get sanctioned, if you're a nation, you get invaded, if you have nukes, you get away with anything.

They identified it as civilian and unmanned. It could have very well literally been a university or school experiment studying the weird arctic vortexes. And entirely accidental even. We've been doing worse since before the 50s.
