If you installed EQ in Program Files there will be permission issues and the EQ Client cannot modify/write files in its own directory. When this happens it will use the Users/AppData directory to write/create files. This will be true with Settings, Logs, Screenshots etc.

Windows 11 I believe is Users/Default/AppData. May have to search around but should see a Sony/Everquest folder somewhere within the AppData

Best fix would be to move your EQ folder to the C: drive out of Program Files. Though doing so you'll have to setup your UI/macros again unless you copy settings files from AppData to the new EQ directory
