USA was baby gloves. No one was ever arrested for violating quarantine. It would always be a " Resisting arrest " sort of deal that was escalated. A few people got tresspassed, ect.

Biggest change is the WHO gets the power to dictate what the response is and if lockdowns etc are happening on any pandemic going forward. Most if not all countries signed up saying they're okay with it.
