The crazy thing is that it worked on the other laptop so well. The good thing is, is that this laptop has more storage and there is plenty of room for it.

More signs that it's probably a setting like "selective usb suspend" or something along those lines being enabled on the 3.1 port you're using. I don't have a w11 box, but check under advanced power options > usb settings maybe?
