- Yes, he is rare.
- If a mob isn't spawning, it's not a bug, it's just probability.
- Don't camp Brother Qwinn. Just wait until he is up. Maybe park a character with Track in the zone and Track every so often, or park a pet class in the zone and pet-track here and there.
