Can someone explain to me how this is happening? Like what was the start of this, who is the person who is the one that flipped the switch that made this a thing, right now while ukraine is being invaded by russia and we're spending buillions to ramp up their military?

I dont know the answer to this and wonder, why was this letter written, and to whom was it intended?
