If it's on a vendor normally, then you can use. If it's not, then within 6 levels of mob that dropped it rule applies. It's highly encouraged to earn your own gear or make your own gear. Within 6 levels, applies to tradeskill items as well.

You could technically buy a gnoll hide lariat at level 9 off a vendor if you saw it for sale since it drops off a level 15 mob. But the point of the guild for me is to earn every last piece of gear. But the secondary point of the guild is to play with people who aren't twinked.
