My one cat does that. I pick it up for her and show her how to bury it and she watches patiently and still she does it.

She was raised with a puppy in another household and likely too soon taken from her momma. So.. she's sweet otherwise. So we just clean it up. Sometimes she makes it in the litter too. Just too lazy to cover it. Came back to us years later. Otherwise normal. Maybe a bit overly cuddly?
