Another approach I use is below, helped with a few unique issues that don't happen often but helps with mouse and character turn speeds.

C:\Windows\System32\cmd.exe /C Start /affinity 1 .\eqgame.exe patchme

Lets you use things like a steam deck for remote play on a TV - couple other reasons.

Anyway, if you add a custom game to steam - you can edit it and set custom arguments for execution. This is where you'd put the /patchme or affinity arguments.

This walkthrough (the section on emulators) will walk you through adding any custom game/program's shortcut and the section below it about arguments will explain where to put those.
