The constitution would like a word. There is absolutely a right to vote. It's even specifically called out in several amendments like the 15th:

"The right of citizens of the United States to vote..."

Yes, the right of *CITIZENS* to vote.

We already have a process to legally immigrate. Millions upon millions of people have already done it.

Why take mass non-citizen voting as a priori true? Non-voting citizens are more common than voting citizens.
