Are we supposed to use the word retarted to describe handicap people now since it's not to be used as an insult?

Like, "dont park in the retard parking spot"

or is it like the n word only nobody can say it, and we're just phasing it out?

or can like a group of retarted kids start a rap group and be straight out of the short bus and rap about how they can say retard but you cant
