I think it's to discourage people from griefing others by killing merchants even though they don't give xp. Because some people are actually douchey enough that they'd do that.
Although killing guards is kind of griefing others, if unintentionally. Can't tell you how many times I've been leveling an alt in north karana and get in trouble and run to the sk bridge only to find all the guards dead. Then I zone into sk and crash, because of course.

So true. The guards at the NK/SK bridge have to have the shortest life expectancy of any NPC in the game!
