Grants are used by universities so professors can publish peer reviewed studies, not develop a product people can actually use.

Yeah, you linked an article saying exactly what I just said. This article starts out by talking about research in general. If you keep reading, it says medical research is funded mostly by private companies.

So general scientific research is certainly done at Universities through grants, but actually creating a medical product to use is done by pharmaceutical companies.
