Most exp zones are a ghost town and need players. Main toons are all stuck at 60 at this point and have no reason to rewind back to other underpopulated zones. The only option is to create an alt army.. Which in itself is not much incentive other than to "park" more toons at raid zones.
Why not just create an NPC that allows you to reset a lvl 60 character to lvl 1; but they are granted a reward. It could be an ability point, an item,a spell, +25 max hp(limited amount), or title...whatever.. That way you get to go thru all the content again except you are twinked and have a goal to reset back down to lvl 1 for more rewards...? Technically a grind but not in "1 zone".
This would reduce amount of raiding toons living in ToV/Kael etc.. and let those who are BiS or just plain bored of 60 to branch out and help(the whole point) newer players to socialize and exp in zones that are always empty.
