How do I fix my framerate on my new PC?

I remember reading something about automatic cpu throttling potentially causing dips in performance. The only thing that fixed the random mouse look jerk was running eq from ram disk. I'm currently using the paid version of amd ram disk. The free version is enough to test it out but the paid version unlocks background saving which makes shutting your computer down much faster because it doesn't have to wait for ram disk to save back to your hdd/ssd.
