No, but they are the dumbest people amongst nations to which the US should otherwise be able to compare itself in terms of economy, culture and geopolitical affiliation (Germany, France, NZ, UK, Scandinavian countries, Netherlands, Japan, etc.) The kicker is the nature of "average," because Americans are dragged down severely by their bottom half.
Americans are not dumber on average than people in third world countries where large swaths of the population pretty much don't even go to school. Americans certainly are dumber on average than people in your typical well-functioning western nation. You can measure it both in statistics and in the undeniable realization that comes from speaking to many Americans. About 60% of Americans are perfectly ordinary, reasonable people whose intellectual faculties are identical to what you'll find anywhere else in any developed nation with a reasonable standard of living. The remaining 40% are hopeless imbeciles. From personal experience, those numbers match up impeccably with their political affiliation (or with residency in areas that are dominated by such).
When one half of a country's political spectrum fights tooth and nail against intellectualism because their political viability hinges on a population bereft of critical thinking skills, you get a population that's pretty dumb on average. There's plenty of intelligent people in America, but there are also far too many who either live in an area where conservative politics keep the educational system from functioning properly, or who have willingly embraced right-wing insanity to such an extent that they voluntarily reject education, science and common sense because the party says they should. They take pride in being dumb because their politicians have indoctrinated them to believe that education, decency and common sense is a leftist thing, and leftists are inherently bad and wrong, and so being a dumb piece of shit is good.
