Instead of fixing representation by doing a combination of discriminating against a certain race and pushing through barely or unqualified candidates of another race, instead the better approach would be to figure out a way to inspire interest in a particular field within a particular community. Because not all communities of people have similar job interests. Some communities are either not aware of, or not interested in, particular fields. So work with the community to foster interest.
