NPC Spawn Issue: Koalindl Fish bouncing outside of water

I saw this happening with my own eyes also, on July 2. Eventually, I got so fed up trying to melee the bugger that I bought some throwing daggers to pull it with, but even though it began to come to me, it shortly reset its pathing.
