If I may, try the command /who all 1 20
/who, alone does a zone wide player list all, does a world wide player list 1 20, does a range check of players level 1 to level 20 Then start sending /tell playername and try to form a group. Even if they're across the world, you can sometimes get really good results with this method of making a group.
