If you followed the setup guide, why did you try to open eq with steam?
You need to create an own shortcut (as listed in the setup guide), and use that.

The guide I followed, the only one I could find - http://www.project1999.org/forums/showthread.php?t=2651

I'm confused. Why would it matter if I open the game from Steam vs If I added a shortcut?

The game isn't starting regardless. But that has nothing to do with Project 1999. It wasn't starting in general, before I did the setup.
