Mobs on same faction conning differently?

As a Half-Elf Bard, I decided to experiment with Cabilis faction.

Killing Iksar Exiles till the turn-in guy (Troopers and as they get the same hits, the necros) were Dubious.

It then took me 204 stacks till all factions (apart from the SHMs) were not KOS and would allow me to vendor and bank.

It then took me a further 260 stacks before SHM went to Dubious.

I rounded out with another 36 stacks to make it an even 10,000 Bone chips farmed and turned in.

Legion of Cabilis - Guards: Ally
Residents - Vendors/Banker: Warmly
Scaled Mystics - Shamen: Apprehensive
Crusaiders of Greenmist - SKs: Warmly
Swift Tails - Monks: Ally
Brood of Kotiz - Necro: i think i am Dubious or Apprehensive
