Windows should be double the entire normal length of the spawn cycle. As in, if a mob (without variance) would spawn once every 72 hours, then the window should be 144 hours long starting the instant it died.

Every mob would always be in window, all the time. The mobs would still spawn on average the same as they do now so loot wouldn't be coming in at any faster a pace. No one would be able to have FTE ready runners everywhere at once 24 hours a day (though the crazy numbers of no lifers on this god forsaken hellhole says it would still be more people than it ever should).

Also, add a 60 second DPS check to reach summon range for every FTE mob. Failure to reach summon range in 60 seconds triggers a DT every round.
