In Cabilis....between the monk guild and the bank. There are three houses with NPCs. The left one has an NPC that sells blacksmithing supplies (and you need water for that). Called Sweetzie or so. You can buy food at the big marketplace area.....I usually buy fish cakes or whatever they are called. No rations in cabilis
