I wouldn't bet my life on it, but that seems to be the right way to go. Reasons is this

1. Vanilla JUST ended on green, not a lot of people trying to get back into it.
2. Kunark JUST launched on green, a lot of people enjoying the jungle.
3. Velious will be fun when it launches for these same people.

I think we got our 1 year or whatever of kunark followed by 1 year or whatever of velious before they drop a new progression server. Red realistically is going to need to pull from the blue and green players to get decent population. Hopefully Blue and Green merge and settle at like 500 pop and new red server is also around 500 pop for everyone who wants progression again and the pvp element.

It would be nice to see some non-committal discussion from staff about this, I'm not sure why it is so important to say nothing for years at a time.

When i got coached on lawyerese, a friend of mine told me how to interact with opposing lawyers on your way to a trial. Treat em like mushrooms, keep em in the dark and feed em shit.
