Ok I found the answer I think.

The game tells me (through trainers) that the skill is lvl 10
The WIKI tells me that ards can learn PickLocking at lvl 40

The level makes sense, the only potential "BUG" is to see this displayed as a lvl 10 skill in the game [You must be logged in to view images. Log in or Register.]
