This isn't even in contention, you can look up the changes on Lucy. It was patched a few times on live at launch, going from all-all clickable from inventory, no-drop from dropable. It didnt have a "finger" slot designation at launch which started the whole thing.

Lucy doesn't even have the first year or maybe even couple years of EQ changes in its database that I recall.
