Mobs swimming at the top of the water are really buggy right now and you won't be able to cast on them until they patch it. Either snare them or kill something else.

Yea it's broken. I bug reported having the same issue with Seafuries in OOT. Super frustrating as they seem to always want to dash towards the sea.
