Yep.. I distinctly remember being able to bind in the Firepot room at some point during Velious. I camped raptors there frequently too.
I can't find any patch notes regarding this subject, which is a little frustrating. I believe it was a stealth change, which is not uncommon. I was really looking forward to binding there in P1999 =( Especially since we'll probably never have Luclin here, which made traveling aboard a bit easier.
