It isnt a penalty that affects others. The "penalty" is just that that class race combo takes more exp to level, not that they get less exp per mob.

Furthermore, your slice of the experience pie in a group is proportional to your total amount of experience. If you have a Troll Shadowknight in your group that is the same level as you, because it took him more experience to get to that point, he will take a larger amount of experience versus you per kill. The result is that you both gain levels at the same rate, however, your share of the experience pie is much less than it would be if you were grouping with a Halfling Warrior of the same level. Everything else the same, you would level up faster with a non-penalized class than you would with a penalized class.
