End game aggro is based around clickies (even now in classic you can get nets in perma, i believe) with procs and such just helping to stabilize.
As an FYI, max dex is generally believed to increase your procs from 1/min (base, standard) to 2/min. So it's up to you to decide how useful that is when on average you will only proc once or twice a fight anyways. | ||
