The best spot IMO is the Sarnak Fort in LoIO. It has a chance to drop off the caster Sarnaks (adherents, revealers, Gem Oracles) and you might even get lucky and by killing the Sarnak Legionnaire's it might yield you a https://wiki.project1999.com/Bracer_of_the_Hidden. Two birds with one stone or whatnot. Just my two cents. Good luck to you.
