Look in the upper right, the blue line, click on "Thread Tools", then select "Add a Poll to this Thread"

Also, this is reminding me of when I joined the first team pvp server where another one had to be created right away. I logged in as a troll and I could not move because it was just wall to wall trolls for about a minute before it crashed.
