Will fear open with 46+ cap?

Just more out of curiosity than anything because I won't be going hardcore enough to be in fear when it first opens, but I do remember playing back on Veeshan and there were some FOH twinks running around in the teens and twenties with Fear armor and weapons. I remember a warrior being PL'd in SolA at level 15 with the AOE Katana that dropped off of Cazic. Was ridiculous.

They should change NPC placement and pathing in PoF, and increase dps / hp / resists on them by 20%. Perhaps shuffle NPC abilities.

That would make people fear PoF. Rotting corpses is classic.
