based on this thread - it's possible faction was originally designed to be this way - seems odd though - i can't find the storyline for chardok. was the queen conspiring with the sarnaks to kill off the king?

Looks to be on the same faction as the other chardok NPCs to me. Looks also to have been fixed soon after this report was made:
