Spreadsheet-quest Statue of Rallos Zek's time-of-death, log in during next window and do a bunch of other probably more important than EQ things until Statue pops, wait til Statue is at 10% health and the raid killing it isn't wiping before casting a spell for an easy +500 CoV faction. If another guild or the raid force who just killed Statue is doing Avatar of War, repeat the process and that's +1000 CoV faction within ~30 minutes.

Sure. Looter of the item hands Skyshrine raw armor piece in first, then receiver hands in three gems, unstacked: results in completed armorpiece for the person who handed gems in.
Both characters need to be Ally, of course.

Basically, the first hand-in flags NPC as ready for remaining items to complete your quest/armorpiece, and then the reward is dispatched to whoever hands in the missing pieces.

Obviously you'd pay looters of Skyshrine armorpieces a sum of money.
