I would check here first: http://wiki.project1999.com/Buff_Lin..._.28Primary.29
As that page shows, the Fungal Regrowth from that staff does not stack with the Regrowth you can already cast. In other words, it'd be a waste of money to save you a small amount of mana every 20 min or so.
