If I was designing a MMO, there would never be a level increase unless I had a mechanism in place to keep the old raid dungeons relevant and highly trafficked. WoW has fallen into the same trap and they don't even attempt to care about it, which is a shame because they have to develop enough raid content to satisfy everyone every expansion. In fact WoW is so bad at this their content only lasts a couple patches, not even an entire expansion. This could all be avoided by requiring people to gear up through all previous expansions and this is what EQ1 did through Luclin, for the most part at least.
