I have an open petition for this same thing except my items rotted when I disconnected logging back in. There are drop logs GMs can look at, but as far as a petition goes, mine has been sitting in the queue for 2 or 3 weeks so I can't really give any insight to how it is handled.

Get your friends to xfer for you. I have trusted the ground many times, but it only takes one time for it to bite you.

Petition in game or on forums? I did one in game but not sure if that one works?
This is the first time I have transferred on the ground, I am guessing the last too lol.

I did both. Originally in game and then directed to make a forum petition in the appropriate section.

I had an accidental drop and loss (my client froze) get queue up for a Guide with drop log powers to take a look at it yesterday after sitting for 2-3 weeks, so have no fear, it just takes time.
