Happens more often, yes. Happens everyday for whites and every minority. Black population is also smaller, still in a state of recovery since 1964. Not that long ago. Or you could just ignore the video entirely and look at it from a scientific perspective. There's a 20-30 point IQ gap between the average African and Caucasian on a bell curve worldwide. They also have a 15-20% higher blood testosterone level. So you have people that are generally much less intelligent and much more aggressive. It isn't due to slavery, there are areas where slavery never existed and you get the same thing.

They even had a show about this stuff on CSPAN recently called "The Color of Crime":
