Racial/Deity/Class(?) modifiers will affect your con even at max faction.
You can be at +2000 with a faction but still only be indifferent with them. Example: That faction has a -800 modifier for you being an ogre, another -500 because you worship Rallos, and finally another -300 because you're a shadowknight(not entirely positive if there are class modifiers, might just be race/deity). This would put you effectively at +400 faction which I think is still within the range of indifferent.

Huh, so if I'm a Bertox worshiping gnome necromancer, is it even mathematically possible for me to get the Keepers of the Art in Felwithe to not be KOS? I've been killing Kizdean Gix over and over again and they still hate me [You must be logged in to view images. Log in or Register.]

Way back when on my DE SK I had "maxed" out my faction from killing orcs in CB. IIRC I was regarded kindly, and when I put on my Wood Elf illusion crown from Sebilis I think I got to amiable.
There are definitely class/deity factors to take into consideration. Probably worst hated combo would be either Iksar or Dark Elf Necromancer.
