OK, I'm hoping to put this to bed, but it looks like Wood Elf Cultural Fletching was added in the May 8th, 2002 patch according to EQ traders. There is no reference prior to that.

If you can find one great, but I don't believe it existed and will now stop looking into it.

Makes mention of cultural fletching:
Yes.. this does mention when cultural fletching was updated and you could make the non basic bows such as Blessed Faydark Thunderbolt and blessed faydark cloudburster. Whats funny is you can still forage the sylvan branch from EW and wakening lands right now But i think the key piece missing to make the faydark thunderbolt is acrylia.. which i think was in luclin.

BUT im not worried about those fancy smansy bows you can make. I'm simply requesting that the cultural arrows be an option since they should be available and craftable if you have the cultural fletching kit. There is nothing in luclin nor pop that is required to make the cultural arrows.
I will look more into it later this week but thanks for posting when the bows were added to cultural fletching. One of those bows is kinda cool
