Just an update on this. I went to BB docks (#1 on the map) and tested my hand at the level 45 guards. They have a lot more HP than the barbarian guards (which are sadly now green), and the fights take almost twice as long. They seem to have high MR because my snares were resisted about 15-20% of the time and my fears resisted maybe 50%. I had three Invoke Fear resists in a row

Very easy Fear kite though. Easy single pulls from the front, pull them to the South side of the wall and you have a little kill box to chase them around in with no risk of adds. A 24 minute respawn on them which is pretty awful. I killed 3 of them and the XP is barely noticeable. Maybe 1-1.5%?
I will go try the brownie guards in L Fay and see how they stack up.
