Yeah, I honestly can't think of anything good to say about Velious. It is essentially a raiding expansion where the raiding content gets stale and boring very quickly. All the outdoor zones are bland and generic ice zones. The dungeons are awful compared to ones from Classic/Kunark. No new playable race/class.. Not much of any new music.

How about the end game group mob gear no level restriction. Level 1s with 2500 HP?

During live, the only Velious zones I [WIZ] really utilized were

ToFS - Tserrina's Robe [You must be logged in to view images. Log in or Register.]
CS - quadding wyverns
EW - quadding giants?

Default Luclin=No Level cap
Luclin never had a level cap increase. I dont understand why this keeps being mentioned in this thread.

It was still max level 60, just with AA's.

I personally sure would love to take my current characters into Luclin. Furthermore, I dont have much interest in POP however. So heres one.
