Mavstab could very well be the lowest iq nerd on the server. Grown up people trying to have a serious dicussion about server policy and all he can muster is rabid subjective yelling about how "his" side is always right. A child in mind and spirit.

So if it was just Rapture we can say if Root was used, he would not have been banned? Or attacked in any other way rather than Rapture, is that acceptable? Does this extend to other players that are engaged with NPC's?

To be safe, just run or plug if you are attacked by players with Apex tags. Don't try to make sense of the rules because the problem is entirely with the corrupt enforcement.
