Tolan's is good for mainhand if you don't have a Kflame or Baton. I don't like it in offhand unless you're tanking for the AC effect. Swiftwind, Claw, or even Kflame, for proc pew pew pew, are the only offhands I'd consider on my ranger.
The calc for offhand ratio is simply damage / del. Higher number wins and is a better offhand, but need to consider Swiftwind's effect which really ruins this discussion imo till someone severely maths a +3% dps benefit vs higher ratio. | ||
