a 23 year old in a dorm room is also creepy. You do realize dorms are full of 18-19 year old kids right? These are folk 6 months to 1 year removed from high school in most cases. Once you ding 20 or 21 you need to evac from the dorm scene because it is not for you, its literally for children.

You could make the same argument about going back to college at a later age, period. There's nothing inappropriate about it. It is awkward... I went back to school at 25 in a dorm and it was a bit weird, but I was there to learn and I'm good with children. I found a group of good people, stoner and musicians, to hang out with right before things fell apart with my degree. Overall it was a good experience.

Really love how you're raging over my brother being an active duty veteran of the US Air Force for over 14 years. Here let me let you rage harder: I was a Gunner's Mate in the US Navy for 4.5 years on active duty and another 6.5 years on reserve duty. I got to travel the world and see a lot of cool shit.
